Philippines Launches AI Infrastructure Masterplan to Pivot BPO Sector

The Philippines has unveiled the Philippines AI+ Infrastructure Masterplan (PAIIM), a strategic policy aimed at boosting national GDP by 12 percent over the next seven years, according to reporting from The Register.
The plan calls for $34.4 billion in total investment targeting connectivity, infrastructure, and datacenters. While $18.2 billion is already covered by existing private investments and government programs, the government intends to mobilize the remaining funds through private sector participation and targeted public investment, specifically for hyperscale AI datacenter infrastructure. The PAIIM assumes private enterprises will contribute $21 billion of the total spend.
Central to the strategy is a massive expansion of the nation's datacenter capacity, which is projected to grow from 50MW to 1.5 GW by 2033, housing approximately 152,000 GPUs. Government officials stated this investment allows the Philippines to compete with regional rivals Thailand and Singapore.
From an operational standpoint, the government is positioning AI not as a replacement for the IT-BPM (business process outsourcing) industry, but as a tool for evolution. The PAIIM policy document states that AI will handle repetitive, data-intensive, and first-level interactions, allowing Filipino workers to shift toward higher-value, empathy-driven, and complex customer experience functions.
To support this transition, the government plans to train over 1.3 million professionals in AI usage. The initiative is expected to generate 500,000 AI-related jobs, with 175,000 of those roles focused on AI infrastructure projects. The plan further promises spillover benefits including improved cybersecurity, data governance, and public service delivery.
